The parent and grandparents’ program (PGP) is the only immigration program that allows Canadian citizens and permanent residents to sponsor their parents and grandparents to Canadian permanent residents. To sponsor your parents or grandparents under PGP, you must:
● as Canadian citizens,
● Canadian permanent residents or a registered person under Canadian Act.
● will receive an invitation registration;
● at least 18 years old;Live in Canada;
has enough income to meet the needs of your parents and grandparents to finance; and
meets all other requirements under the Immigration Protection Act and Refugees and Regulations to protect immigrants and refugees.
People who want to sponsor their parents or grandparents according to PGP will have to sign a contract with IRCC. For resident donors outside Quebec Province, this commitment is committed to providing financial assistance to your family members funded for 20 years from the day they become a permanent resident of Canada. In addition, you will be required to repay any provincial social benefits received by your sponsored family member for a period of 20 years.
The Pledge also requires that you provide for the basic needs of your sponsored family members, including food, clothing, etc.
For sponsors residing in the province of Quebec, the commitment is 10 years from the date the members become permanent residents of Canada.
All donors must earn enough money to support their parents and grandparents in Canada. If invited to apply, sponsors must demonstrate that they have met the income requirement for the last 3 tax years. If your spouse or common-law partner acts as a co-signer on the application, you can use their income from the last 3 tax years to meet the minimum income threshold. For 2021 submissions, IRCC will assess income for tax years 2020, 2019 and 2018. Residency in Quebec.
In response to COVID 19, IRCC has reduced the minimum income requirement for tax year 2020. In addition, donors can include the following benefits in their gross income for the tax break. 2020:
● Employment insurance regular benefits;
● Any Canada Emergency Response Benefit;
● Other temporary benefits related to COVID19
If you have received an invitation to apply for a PGP, you must apply to sponsor your parents and grandparents. As part of this application, you may submit the following:
● completed application forms;
● Proof of status in Canada;
● Proof of physical presence in Canada;
● civil status records;
● Proof that you met the minimum income threshold for the 3 tax years before filing;
● Police inspection and clearance from all countries where your parents or grandparents lived for six months or more after turning 18;
● Medical certificates of your parents and grandparents;
● Proof of payment of applicable government fees;
● Digital photo.
All applications must be submitted online through IRCC’s new permanent resident application portal. Only people with disabilities that prevent them from applying online can request a paper-based waiver. This waiver is requested by email and must be done as soon as possible after receiving the invitation to apply.
There is no processing fee for submitting an Interest to Sponsor form on the PGP Portal. However, if you have received an invitation to apply, you must pay an application processing fee as part of your application. The processing fee is $1,050 for each sponsored adult and $150 for any dependent children included in the application. In addition, there is a biometric fee of $85 for one person or $170 for 2 or more people.
